      Tuesday is Election Day in Mid-Michigan. Here's a look at what's on the ballot

      Several hot topics in Mid-Michigan will be on Tuesday TMs ballots.

      Across the area, voters will be electing school board officials. We will have links and information on those races on www.connectmidmichgan.com as vote totals come in.

      As for proposals, here TMs a look at some of the most controversial issues on the ballot:

      In Saginaw County :

      1. COUNTY SHERIFF SERVICES MILLAGE - Shall the County of Saginaw, Michigan (County), impose an increase in its levy of general ad valorem taxes which may be imposed for all purposes upon real and personal property in the County, as provided in Article 9 Section 6 of the Michigan Constitution of 1963, as amended, which will result in an increase of up to 1.0000 mill ($1.00 per $1,000) of the taxable valuation of such property as finally equalized, for levy in years 2011 through 2015, both inclusive, which increased levy is estimated to raise up to $4,400,000 in the first year, for the purposes of continuing operations of the Saginaw County Sheriff Department and Jail facility within Saginaw County?

      2. BIRCH RUN TOWNSHIP SAGINAW COUNTY MICHIGAN FIRE PROTECTION SPECIAL ASSESSMENT BALLOT PROPOSAL - Shall Birch Run Township establish a special assessment district, consisting of all lands within the Township, for the purpose of providing funds for fire protection and emergency medical response, including the funding of operations and purchase and maintenance of equipment, in an amount not to exceed 1 mill ($1.00 on each $1,000 of taxable value) for a period of 15 years, 2011 to 2025 inclusive? Pursuant to Act 33 of the Michigan Public Acts of 1951, the estimated expense for the fire department, and the amount to be assessed, shall be determined annually by the Township Board, but it shall not exceed one (1) mill. (It is estimated that if approved, one mill would raise approximately $200,000.00 in the first year of the special assessment.)

      3. BUENA VISTA MILLAGE RENEWAL PROPOSAL FOR POLICE & FIRE- For the purpose of continuing the millage for operating the Police and Fire Departments, shall the previous voted increase in the tax limitation imposed under Article IX, Section 6 of the Michigan Constitution on general ad valorem taxes within the Charter Township of Buena Vista, Saginaw County, Michigan be renewed at 2 Mills (($2.00 per $1,000 of taxable value) for a period of ten (10) years from 2011 to 2020, inclusive, for operating purposes to provide funds for police and fire protection; and shall the Township levy such millage for such purpose, thereby raising an estimated $436,000 in the first year the millage is levied, of which a portion will be disbursed to the Charter Township of Buena Vista Downtown Development Authority (DDA).

      4. BUENA VISTA NEW ADDITIONAL MILLAGE PROPOSAL FOR POLICE & FIRE - Shall the Charter Township of Buena Vista, Saginaw County, Michigan impose an increase of 2 Mills ($2.00 per $1,000 of taxable value) in the tax limitation imposed under Article IX, Section 6 of the Michigan Constitution on general ad valorem taxes within the Charter Township of Buena Vista, Saginaw County, Michigan, and levy such new additional millage for a period of ten (10) years from 2011 to 2020, inclusive, for operating purposes to provide funds for police and fire protection; thereby raising an estimated $436,000 in the first year the millage is levied, of which a portion will be disbursed to the Charter Township of Buena Vista Downtown Development Authority (DDA).

      5. PROPOSED RESCISSION OF THE ADOPTION OF ACT 78 City of Saginaw- Shall Act No. 78 of the Public Acts of 1935, entitled as amended, ~An act to establish and provide a board of civil service commissioners in cities, villages and municipalities having full-time paid members in the fire or police departments, or both; to provide a civil service system based upon examination and investigation as to merit, efficiency, and fitness for appointment, employment and promotion of all full-time paid members appointed in the fire and police departments and respective cities, villages and municipalities; to regulate the transfer, reinstatement, suspension, and discharge of officers, fire fighters, and police officers; and to repeal certain acts and parts of acts, TM be rescinded?

      In Genesee County:

      1. CHARTER TOWNSHIP OF CLAYTON: Public Safety Millage- Shall an additional 2.2 mill(s) be levied/assessed against the taxable property within the Charter Township of Clayton commencing on January 1, 2012 for a period of 3 years? The millage will raise an estimated $463,541 in the first year the millage is levied. The purpose of this levy is to provide supplemental funding for the operation of the Swartz Creek Area Fire Department and the Charter Township of Clayton Police Department.

      2. CITY OF FLINT: Flint City Charter Amendment City Jail Millage- Shall the Charter of the City of Flint be amended to authorize the City to levy an additional tax on real and personal property in an amount not to exceed two (2) mills for 3 years, from July 1, 2011 through June 30, 2014, for the sole purpose of paying for the operation of the city jail? It is estimated that two (2) mills would raise approximately $2,104,000 in the first year.

      3. CITY OF FLINT: Flint City Charter Amendment Police Service Millage- Shall the Charter of the City of Flint be amended to authorize the City to levy an additional tax on real and personal property in an amount not to exceed two (2) mills for 6 years, from July 1, 2011 through June 30, 2017. for the sole purpose of providing police services? It is estimated that two (2) mills would raise approximately $2,104,000 in the first year.

      4. CITY OF MT. MORRIS: Millage Proposal- Shall the authorized charter millage for the City of Mt. Morris, total 20 mills ($20.00 per $1,000 of taxable value), reduced to 17.8526 mills by the required millage rollbacks, be increased by 2.1464 mills ($2.15 per $1,000 of taxable value) to offset that millage reduction raising an estimated $79,.934.78 beginning in 2011.

      5. VILLGE OF GOODRICH RECALL PROPOSAL: Shall Patricia Wartella be recalled form the office of Council Member?

      6. GENESEE COUNTY LIBRARY MILLAGE INCREASE PROPOSAL- Shall the Genesee District Library levy a new additional millage of 0.25 mills (25 cents on each $1,000 of taxable value) on all property subject to taxation in the Library District for the period, from 2011 through 2016 inclusive, (estimated to raise, if levied in full, approximately $2,207, 649 in the first year, subject to the tax capture provisions identified below) for the purpose of continuing the same level of public library services as currently provided in the District|.
